Archived Information from the 2022 SEBAC Campaign
After many months of negotiation, the State Employee Bargaining Agent Coalition (SEBAC) and CSEA SEIU Local 2001 won a strong contract which was passed by both the House and Senate in late April. The final document is still in the works, but in the meantime, the signed Tentative Agreement can be viewed HERE  and the expired Agreement can be found HERE.
You can also find the two P-3A pay scales below:

The Comptroller’s Office has reported that they anticipate the following pay schedule:

  • June 17: $2,500 one-time payment along with the prospective adjustment of pay to reflect the 2.5% General Wage Increase (GWI) and step/annual increment or equivalent for year 2021-2022. (Direct deposit June 16)

  • July 15: Retro pay on 2.5% GWI andstep/ annual increment or equivalent for year 2021-2022. (Direct deposit July 15)

  • July 29: 2.5% GWI and step/annual increment or equivalent for year 2022-2023 and the $1,000 one-time payment. (Direct deposit July 28)

Securing retroactive pay was a HUGE win for CSEA, and again was only made possible by members standing up and raising their collective voices!

Please note that this is the latest information we have received from the Comptroller’s Office and we will update you if we hear of any changes to this timeline.

Per IRS regulation, the one-time payments and retro payments will be taxed at 22% federal withholding from the relevant paycheck. That doesn't affect the ultimate taxes owed or refund due when tax returns are filed. It is just a required withholding rate.

Once again, this contract would not have been made possible without union members standing together and demanding fair and honorable contracts that protect public services and lift the working class.
